If You Want to See Poor Planning… October 17, 2006

…in action, take a quick drive down Clay Road (between Hwy 6 and Beltway 8).  This part of Clay runs through the Addicks Reservoir, which is basically flood control overflow for parts of west Houston.  The section of road between Hwy 6 and Eldridge ALWAYS floods when it rains.   If there is more than a 2 hour rain shower, there’s an 80% chance the road will be impassable in several sections.  Here’s the kicker — 3 years ago Harris County completely rebuilt this stretch of Clay.  They updated it from a windy, dark, 2-lane road to a wide 4-lane boulevard.  The old road was ripped out and the new lanes were built next to the old ones (not on top).  My question: if the county knew the history of the road why in the heck didn’t the raise the road bed for the new lanes?!?!  The new road actually floods WORSE than the old one..what great city planning!
